Program Assistant/Field Technician (Temporary / Contract Position) This position serves the NRCS West Chester Field Office. Currently this position works in support of program analysis functions and processes, as well as technical support and program assistance to the field team. Field and office work and travel to other team offices and various locations throughout all counties will be part of the position. The position is funded by an agreement between Southeast Pennsylvania RC&D Council and USDA-NRCS. Current funding is projected to extend into early 2016 at which time additional funding will be evaluated.
Major duties include technical support and program assistance (75%), plan development and agricultural conservation practices (20%), and other duties as assigned. (5%). Position will be with Southeast Pennsylvania Resource Conservation & Development Council, an Equal Opportunity Employer. Position is fulltime.

Description of work: This position provides assistance to the landowners and land users of Chester, Delaware, and Philadelphia Counties as a representative of Southeast Field Team 7. The incumbent will assist the field team with Highly Erodible Land (HEL) determinations, contract management, searching for sensitive habitat using the Pennsylvania Natural Diversity Index, utilizing Customer Service Toolkit (GIS) to enter and maintain conservation plans, input and retrieval of data for progress reports and other duties as assigned.

Qualifications: 1 year specialized experience or Bachelor’s Degree
Specialized experience: Experience that has equipped the applicant with the specific knowledge, skills, and abilities to perform successfully the duties of this position to at least the next lower grade level. Examples of qualifying specialized experience include:
Gathering data for the development of conservation plans and contracts; processing office determinations for Highly Erodible Land (HEL); completing searches for sensitive habitat using the Pennsylvania Natural Diversity Index; collecting and filing program eligibility information for program applicants; utilizing office automation software to enter and update conservation plans; providing administrative support to a field team; use of office automation software such as Word, Excel and PowerPoint.
